Joint Statement delivered by Special Representative for Human Rights Affairs Ms. LIU Hua on "Maintaining Peace and Promoting and Protecting Human Rights" at the 34th Session of the Human Rights Council

Mr. President:

I have the honor to deliver the statement on behalf of the African Group and China.

In establishing the United Nations, its founding fathers made a commitment "to save succeeding generations from the scourge of war" and reaffirmed their "faith in fundamental human rights, in the dignity and worth of the human person, in the equal rights of men and women and of nations large and small".

Therefore, peace became the common aspiration of people of all countries and the fundamental premise and foundation for the promotion and protection of human rights. Today, war and armed conflicts continue to threaten people's lives, destroy their homes, displace people and make their basic needs for subsistence impossible. The realization and the enjoyment of all human rights, including the right to development, remains elusive in the absence of peace. In a world that is far from being tranquil, traditional and non-traditional security threats are intertwined, threatening world peace and the human rights of people of all countries.

To realize sustained peace and promote and protect human rights, all countries should pursue common, comprehensive, cooperative and sustainable security, consistent with the letter, spirit and objective of the Charter of the United Nations. To this end, all countries need to make the following efforts:

--Establish equal partnership. All countries are equal, and thus they should respect each other and treat each other as equals. The sovereignty, independence and territorial integrity of each state must be respected, the social system and development path independently chosen by each state must be respected.

--Settle dispute through peaceful means. We should settle disputes through communication and consultation and resolve conflicts through political negotiations. Regional organizations and countries can play a positive role in solving regional issues.

--Maintain peace through cooperation. Countries should strengthen cooperation, stick together like passengers in the same boat, and adopt a holistic approach to addressing traditional and non-traditional security threats. We should be committed to multilateralism and give full play to the central role of the United Nations.

--Promote peace through development. Peace and development are mutually reinforcing. We should effectively implement the 2030 Agenda for Sustainable Development and achieve balanced global development, thus providing a solid foundation for maintaining peace.

--Respect diversity of civilizations. Different civilizations should co-exist in harmony, facilitate exchanges and mutual learning, draw on the experience of each other to achieve common progress, and serve as the bond for maintaining world peace.
