"Realizing Development for the Promotion and Protection of Human Rights"Joint Statement Delivered by Amb. Ma Zhaoxu on Behalf of a Group of Countries during the General Debate under Item 3 of the 33rd Session of the Human Rights Council

Mr. President,

I have the honor to deliver this statement on behalf of a cross-regional group of countries including Non-Aligned Movement (NAM), African Group, Russian Federation and China.

When people talk about Human Rights, they tend to overlook the importance of and the critical role played by development in the promotion and protection of human rights. Development is vital to national well-being and people's livelihood. Its ultimate goal is the improvement and enhancement of people's quality of life, the upholding of human dignity, the realization of human values, and the better protection and promotion of human rights. The solutions to economic growth, poverty reduction, social security, sanitation and education services, protection of the rights of people with disabilities, women, children, the elderly, indigenous peoples, youth employment, environmental protection as well as climate change all lie in development.

The practice of countries, especially the successful experience of developing countries, shows that development is vital for the realization and enjoyment of human rights. Countries in Asia, the Pacific, Africa, Latin America and the Caribbean have committed themselves in protecting and promoting human rights by achieving their own development, with remarkable achievements.

The essence of the 2030 Agenda for Sustainable Development is, through the implementation of 17 goals, to achieve sustainable economic, social and environmental development, as well as the enjoyment of human rights by all. That fully embodies the significant contributing role of sustainable development to human rights.

At present, development is uneven across the world. Poverty and hunger has yet to be eradicated, and gap of wealth remains alarming. How to eliminate poverty and inequality, create an equitable, comprehensive and sustainable environment for human rights progress, and how to ensure the benefits of development are shared by all, these are the common tasks of the international community. In this connection, we call on the international community to:

-Uphold the purposes and principles of the UN Charter, and work for the realization of the 2030 Agenda for Sustainable Development, which provides a solid foundation for the protection and promotion of human rights;

-Adhere to people-centered development approach, promote and protect all human rights including the right to development;

-Ensure the realization of all categories of human rights in a balanced manner, and promote social justice;

-Respect diversity in development models, ensuring sufficient policy space for the protection and promotion of human rights;

-Pursue dialogue and cooperation, and support developing countries to strengthen capacity building;

-Uphold the spirit of equality and mutual trust, inclusiveness and mutual learning, and win-win cooperation, and promote the universal realization of development and human rights of people in all countries; and

-Remain committed to the promotion and protection of human rights in the process of development.
