On Current Situation and Priorities of Outbreak Control

 

Party committees and governments at all levels must put people’s health and life first, make methodical plans, pool resources from across the nation, and take effective measures to resolutely contain the COVID-19 outbreak. Efforts must be made to treat the patients by all possible means, expeditiously identify the source of virus infection and dynamics of transmission, strengthen monitoring of all cases, and improve the procedures for handling them. It is important to release timely information and deepen international cooperation. Moreover, public outreach must be improved through accurate interpretation of relevant policy measures to maintain social stability.

With confidence, unity, science-based approach and targeted response, we must race against time in the fight against the virus, resolutely contain the outbreak and win this battle.

At this critical juncture of outbreak control, it is crucial to operate in a law- and science-based and orderly way. The more demanding the task, the more important that our approach be law-based. The outbreak remains very serious. Party committees and governments at all levels should resolutely implement the CPC Central Committee’s decisions and policies, and work with strong confidence and unity and in a science-based and targeted way. They must step up the efforts to stem the spread of the outbreak with greater confidence, tenacity and more decisive measures and by relying on the people. We will win this all-out, people’s war and stop the outbreak.

Ensuring people’s health and life is a major item on the Party’s governance agenda. We must focus on the immediate priorities and take science-based and targeted measures to defeat the outbreak. More importantly, we must draw experience and lessons to enhance preparedness in the future. In light of the deficiencies exposed this time, we must work swiftly to address them, plug loopholes and shore up weak links. We must adhere to good practices, make improvements where necessary, establish new mechanisms where needed, and ensure solid implementation. The mechanism for preventing and controlling major epidemics and the national public health emergency management system must both be improved.

The fight against the outbreak is a major test for China’s system and capacity for governance. We need to review and strengthen our epidemic response, innovate and improve the institutions and mechanisms for preventing and controlling major epidemics, establish a sound national public health emergency management system, and enhance preparedness for major public health emergencies.

The COVID-19 outbreak is a major public health emergency, one that is fastest spreading, most widely affecting and most difficult to contain since the founding of the People’s Republic in 1949. It is a crisis and a major test for us. Thanks to our extraordinary prevention and control efforts, there are growing indications that the situation is turning for the better. This proves that the CPC Central Committee’s assessment of the situation is correct, the response plans it made are timely, and the measures taken are effective. The progress in outbreak control once again demonstrates the great strengths of the CPC’s leadership and the system of socialism with Chinese characteristics.

The Chinese nation has endured many trials and tribulations in the past but has never been crushed by them. Instead, it has emerged more resilient and stronger. I am confident about our eventual triumph over the outbreak. We have the resolute leadership of the CPC Central Committee, the clear strengths of the socialist system with Chinese characteristics and a strong mobilization capacity. Our country now has much greater composite strength. We also have tremendous unity across our Party, our military and all ethnic groups in China. With all these, we will definitely defeat the outbreak, and definitely sustain the good momentum of economic and social development. We will meet the goal of achieving moderate prosperity in our society and eradicating extreme poverty in China.

We are consolidating the positive momentum in outbreak control across the country and resuming economic and social development at a faster pace. That said, the situation in Hubei Province in general and Wuhan in particular remains complicated and serious, and the risk of a resurgence in other regions must not be underestimated. At such a critical moment, it is all the more important to give the right guidance and help all sectors gain a full understanding of and act on the decisions and plans of the CPC Central Committee. While outbreak control remains a continuing priority, efforts must be stepped up to achieve economic and social development.
