Speech by H.E. Ambassador He Yafei At the Theme Event on"China, Green and Future"

His Excellency Professor Jose Achache,

His Excellency Ambassadors,

Distinguished Guests,

Ladies and Gentlemen,

Good Evening. I am very delighted to have you here today at the Chinese Mission for a Theme Event on "China, Green and Future".

As we all know, global environmental change is a major concern in the today’s world. Climate change, food security, energy and natural-resource management, and public health are all topical issues high on the global agenda. Finding appropriate solutions to address these challenges is our shared long-term goal. The recent financial and economic crisis has diverted some of the attention of governments from these environmental challenges. But although the impacts of the global financial crisis are still with us, we cannot allow ourselves to be distracted from the many global environmental challenges that humanity is facing. We must work together to find common solutions to these common problems.

Over the years, China has, for its part, actively participated in and promoted international understanding and cooperation on addressing these global economic and environmental issues. We have worked hard to play an effective and constructive role in major international conferences. As a large developing country, we expect to contribute to global efforts to address these challenges.

The Group on Earth Observations has assembled a unique international partnership consisting of both governments and leading organizations committed to establishing a Global Earth Observation System of Systems, or GEOSS, serving nine societal benefit areas and providing timely data and informed information to decision makers. GEOSS is supporting national and international action on climate change, biodiversity conservation, food security, the UN’s Millennium development goals and other priorities facing us.

GEOSS provides an opportunity for the international community to deepen our understanding of the earth on which we are living. It assists us, policyand decision makers, with the best available information about those global environmental issues. For these reasons, it is vital that ministers responsible for environmental policy, resource management, and science and technology play the leading role in guiding the development of GEOSS.

In China, the Ministry of Science and Technology and the China Meteorological Administration are leading the efforts to promote Earth observation in close collaboration with other line agencies. Over the past three decades, we have achieved a great deal in the fields of both remote sensing and in-situ observation. We have developed the meteorological satellite series. The nationwide weather and climate observation network has been put in place. National field observation stations have been networked. Many other observation stations affiliated to a particular issue are being shared and used for other purposes as well.

Although we have achieved a great deal at the national level, we still recognize the great value of international collaboration in this area. We would like to share our experiences with others in developing environmental monitoring and observation systems. I am therefore very proud that my government has offered to host the GEO Plenary and Ministerial Summit in Beijing in early November, 2010 where ministers will direct the development of GEOSS.

The Chinese Mission, together with the GEO Secretariat,is looking forward to working closely with all of you to prepare for a successful GEO Ministerial Summit.

Ladies and Gentlemen,

I would like to take this opportunity to say a few words on the Shanghai Expo. The Shanghai Expo 2010 has been opening for more than 1 month. Visitors have already exceeded 10 million by 5th June. With "Better City, Better Life" as its theme, the Shanghai Expo fully demonstrates the common aspiration of mankind for a better urban life in the globalized world.And in July this year, the Shanghai Expo will convene a thematic forum entitled “Environmental Changes and Urban Responsibilities”, showcasing its strong commitments toward environmental conservation.
