China's Participation in the International Red Cross Movement

In 2000, China participated in the international red cross movement continuously.

On February 16th, the East Asia Regional Delegation of the International Federation of Red Cross and Red Crescent Societies was established in Beijing. Mrs. Pen Peiyun, Director-General of the Chinese Red Cross Society attended the opening ceremony and held talks with Mr. Cherpi del, Secretary- General of the International Federation of Red Cross and Red Crescent Societies. Mrs. Pen expressed her confidence that the newly established Regional Delegation would contribute to the exchange and cooperation among the Red Cross Societies of the East Asian countries as well as between the National Red Cross Societies in East Asia and the Federation. Mr. Cherpi del hoped that the establishment of the Regional Office would conduce to consolidating the National Red Cross Societies in East Asia in order to better conduct humanitarian activities.

On April 13th and June 13th, the Joint Working Group on the red cross and red crescent emblems convened its first and second meeting respectively in Geneva. On June 1st and August 25th, Mr. Gruneck, Director-General of the East Asia Region of the International Committee of the Red Cross and H.E.Ambassador Nordmann, Permanent Representative of Switzerland to the United Nations Office in Geneva as well as the special envoy of the Swiss Government on the humanitarian emblem paid a visit respectively to China, briefing the Chinese side on the discussion about the humanitarian emblem and on the relating Third Additional Protocol to the Geneva Convention. On September 5th, the preparatory meeting for the informal consultation on the Additional Protocols to the Geneva Convention got under way in Geneva. Being a member of the Joint Working Group, the Chinese Government joined all the discussions actively and played a positive role, expounding China's principled position and proposing some amendments to the Protocol.

On September 14th, Mrs. Jan Post, Director-General of the Dutch Red Cross Society paid a visit to Lasa of the Tibetan region.

On November 28th, Mr. Hiroshi Higashiura, Director of the Asia-Pacific Region of the International Federation of Red Cross and Red Crescent Societies paid a working visit to the Chinese Red Cross Society. Mr. Hiroshi expressed his appreciation of the support extended by the Chinese Government to the Federation, saying that the Federation would continue its close cooperation with China in disaster prevention and relief.

In 2001, China took an active part in international Red Cross activities.

2-5 July A seminar jointly organized by the Chinese Red Cross Society and the International Federation of Red Cross & Red Crescent Society devoted to the sharing of experience in prevention, control and care of AIDS by Mekong River Basin Red Cross Societies was held in Kunming, Yunnan. Wang Lizhong, vice permanent chairman of the China's Red Cross Society attended the gathering.

25 July 4 August Cherpi Del, Secretary General of IFRC visited China. Peng Peiyun, vice chairperson of the Standing Committee of China's NPC and director general of Chinese Red Cross Society met with him and thanked the IRC for assistance given to China by IFRC to mitigate the natural disaster damage. She expressed China's willingness to continue its support to the work of IRC and its East Asia office based in Beijing.

17-21 September A conference on cooperation in East Asia sponsored by the International Federation of Red Cross and Red Crescent Societies was convened in Beijing. Sun Aimin, vice director general of CRCS attended and addressed the opening ceremony.

30 September 4 October Peng Peiyun, vice chairperson of NPC Standing Committee and director general of CRCS visited the headquarters of the International Federation at the latter's invitation. During her visit, she met with leaders of IFRC and ICRC. The visit has further enhanced the mutual understanding and friendly cooperation between CRCS on one hand and IFRC and ICRC on the other.

6-14 November The CRCS delegation attended the Thirteenth IFRC General Assembly and the Federation Congress in Geneva. The CRCS was elected member of the leading committee of the International Federation for a term of four years.

4-5 December Due to the escalation in Israeli-Palestinian conflict, contracting parties to the four Geneva conventions met in Geneva. More than 140 parties attended the gathering. Sha Zukang, Chinese ambassador to the UN office in Geneva was present and delivered a speech. In his speech, he dwelt on the importance attached by China to the international humanitarian laws and reiterated China's consistent position that victims and civilians in the war and armed conflicts should be given international humanitarian protection.
