On April 27, 2012, Chinese State Councilor Dai Bingguo met with Russian Deputy Prime Minister Dmitry Rogozin in Zhongnanhai.

Dai said in their meeting that China-Russia relations have enjoyed a positive momentum of development thanks to the personal attention paid by the leaders of the two countries and joint efforts made by both sides. He said the next decade is an important phase for the development of China and Russia, as well as that of China-Russia relations. "The two sides should further implement the agreements reached by the two countries' leaders and the 10-year development plan on bilateral relations so as to further promote overall relations and safeguard regional peace, safety and stability," said Dai. "A growing and strong Russia is an indispensable part of the world's development. China hopes Russia will develop faster and better," he added.

Rogozin said Russian leaders all agreed to develop comprehensive and friendly relations of cooperation with China, and that the country regards China as its most important strategic partner. He added China and Russia have conducted fruitful cooperation and share the same or similar positions and views on major international and regional issues. "Under the new situation, it is of greater significance to enhance the two countries' comprehensive strategic partnership of coordination.
