The Seventh Meeting of the Secretaries of the Security Councils of the SCO Member States Is Held in Beijing

On April 12, 2012, the Seventh Meeting of the Secretaries of the Security Councils of the SCO Member States was held in Beijing. Chinese State Councilor Meng Jianzhu chaired and spoke at the meeting.

Meng Jianzhu said that China is the rotating presidency of the Shanghai Cooperation Organization (SCO) this year. The 7th Meeting of the Secretaries of the Security Councils of the SCO Member States, which marks the prelude to a series of SCO summits, has laid a solid foundation for the successful holding of the SCO summits this year and for the Organization to better perform the functions of safeguarding regional peace, security and stability in the next 10 years.

Meng pointed out that the SCO has achieved remarkable results in recent years and its international status has been rising all the time. It has played an important role in maintaining regional stability, promoting regional development, and building a relationship featuring generational friendship between member states and an equal and mutually beneficial partnership between member states. With the coordination of the meeting of secretaries of the security councils of the SCO member states, the security cooperation between member states is moving further and has provided a strong support for a stable regional environment.

Meng pointed out that the security situation in the SCO region is generally stable. However, due to the impacts of the uncertain international financial situation, the unstable situation in West Asia and North Africa, the changing security situation in Afghanistan, and many other uncertainties, the threat from terrorism, separatism and extremism (three forces) is still one of the major security threats facing the region. The destructive influence of drugs, transnational organized crimes and cyber-crimes on regional security and stability is expanding. The SCO must strengthen security cooperation in a targeted manner and establish a more effective mechanism to prevent and combat such threats. The SCO should give full play to the role of security cooperation mechanisms at different levels such as the meeting of the Secretaries of the Security Councils of the SCO Member States and accelerate the research on granting the narcotics functions to the permanent bodies of the Organization. The SCO should take active steps to maintain network security, strengthen cooperation in border defense, and guard against the infiltration of the "three forces" and other crimes into the region. The SCO should carry out security cooperation with other international and regional organizations and improve the mechanisms to respond to events that threaten regional peace, security and stability.

The secretaries or representatives of the security councils of Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan attended and addressed the meeting. At the meeting, they exchanged views on maintaining the security of the SCO and its surrounding regions and combating the "three forces", drug trafficking, transnational organized crimes and cyber-crimes. All parties believed that the SCO should further improve the security cooperation system and the early warning mechanism, strengthen the quick response and action capabilities and earnestly safeguard the security and stability of the member states and the entire region. The parties agreed to take measures in the field of law enforcement and security and strengthen cooperation in border defense and joint law enforcement. The parties agreed to ensure the secure and smooth operation of multilateral cooperation projects, consolidate the three-tiered mechanism of cooperation between anti-narcotics departments, and combat cyber-terrorism and cyber-crimes. After the meeting, the delegates signed the minute of the meeting, issued the outcome press release and met with reporters.
