Wu Bangguo Meets with Kazakh President Nazarbayev

On September 27, 2011, Chairman Wu Bangguo of the Standing Committee of the National People's Congress, who was paying an official goodwill visit to Kazakhstan, met with Kazakh President Nursultan Nazarbayev in the Golden Hall of the Presidential Palace. The two sides held in-depth talks in a friendly and candid atmosphere on bilateral relations, pragmatic cooperation, international and regional hotspot issues and reached broad consensus.

Wu first conveyed President Hu Jintao's cordial greetings to President Nazarbayev. He said that President Nazarbayev, as an old friend of the Chinese people, has long been committed to the Sino-Kazakh good-neighborly friendship cause and has made important contributions to the development of Sino-Kazakh relations. President Nazarbayev asked Wu to convey his best wishes to President Hu Jintao. Nazarbayev said Wu's visit against the backdrop of the 20th anniversary of Kazakhstan's independence and the 20th anniversary of bilateral diplomatic relations is an important one and is of great significance to building the friendship between both peoples and lifting the level of cooperation in all areas including parliamentary ties.

On Sino-Kazakh relations, Wu said Kazakhstan is an influential country in the Eurasian region and occupies a special place in China's diplomacy with neighboring countries. Since the establishment of diplomatic relations nearly 20 years ago, the heads of state of the two countries have conducted frequent contacts and established good working relations and personal friendship. During the exchange of visits between the two heads of state this year, both sides decided to lift bilateral relations to an all-round strategic partnership and made strategic panning for cooperation in all areas. Wu said the purpose of his current visit to Kazakhstan is to implement the results of the meetings between the two heads of state and push forward bilateral relations.

The two leaders agreed that practical cooperation is the material basis of the Sino-Kazakh relations, as well as one of the fastest growing and dynamic parts in bilateral ties. Wu said that the progress of economic and trade cooperation is inseparable from President Nazarbayev's promotion. He raised the following proposals on cooperation in the next stage. First, both sides should establish and launch the regular prime ministers' meeting mechanism as quickly as possible, strengthen dialogue and coordination on macroeconomic policy and seek new opportunities for cooperation in their respective national development strategies. Second, both sides should work out specific plans and measures as soon as possible in order to realize the goal of lifting the bilateral trade volume to 40 billion U.S. dollars by 2015. Both sides should sign as early as possible new agreements on encouraging and protecting mutual investment, short-term labor cooperation and other areas and push for early operation of the Horgos International Border Cooperation Center to enhance the quality and level of local cooperation. Third, both sides should deepen cooperation in strategic projects of energy, especially the project of the Chinese-Kazakh oil and gas pipelines and the project of Sino-Central Asian natural gas pipelines. He urged both sides to explore new approaches of industrial cooperation, especially on upstream-downstream integration and better display the exemplary and leading role of large projects in overall economic and trade cooperation. Fourth, he called on both sides to enhance cooperation in non-energy areas, earnestly implement cooperation pans in non-energy areas, intensify cooperation in road and railway construction, infrastructure, interconnectivity and other aspects, and expand cooperation in petrochemical industry, technological innovation, clean energy and other fields. He hoped that this kind of mutually beneficial cooperation will play an active role for economic restructuring, industrial upgrading and optimization of the two countries.

Nazarbayev said Kazakhstan and China are neighbors, as well as good friends and good partners sharing broad common interests. Bilateral relations have shown a gratifying growth momentum. He said he treasured very much the profound friendship with the Chinese leaders. Kazakhstan is in any case the most reliable partner of China and will always adhere to the one-China policy, continue to strengthen strategic mutual trust, expand economic and trade cooperation and jointly combat the "three forces." Kazakhstan supports the two parliaments to conduct closer friendly exchanges and cooperation, he added.

Nazarbayev said that since the Shanghai Cooperation Organization was established 10 years ago, it has played a very important role in safeguarding regional peace and stability and promoting common development. The Kazakh side highly appreciated China's great efforts for promoting the SCO's development. Since the SCO Astana summit, China, which takes the rotating presidency of the SCO, has raised a lot of constructive proposals for the next-phase work. The Kazakh side is ready to actively cooperate with China to ensure the success of the "year of good-neighborly friendship" activities and push practical cooperation within the SCO to yield more results. Wu expressed gratitude for this.

Li Jianguo, Vice-Chairman and Secretary-General of NPC Standing Committee, and other officials were present at the meeting.
