Wu Bangguo Says China's Development Poses Neither Trouble Nor Threat

On September 22, 2011, Chairman of the Standing Committee of China's National People's Congress (NPC) Wu Bangguo stressed in his speech delivered to the Supreme Assembly of Uzbekistan that China's development means opportunities and contributions to its neighboring countries and the world at large and poses neither trouble nor threat and that China was, is and will always be a positive factor and strong force of safeguarding regional and world peace and promoting common development.

Wu said that China has one of the largest numbers of neighboring countries in the world. China always attaches great importance to developing the friendly relations with its neighboring countries, firmly upholds the diplomatic principle of being a good neighbor and a good partner and is committed to good-neighborly friendship.

In his speech, Wu elaborated the specific content of China's foreign policy of good-neighborly friendship. First, mutual respect is the political foundation of good-neighborly friendship. He emphasized that China treats all the neighboring countries, being big or small, strong or weak, rich or poor, equally and sincerely. China has signed the bilateral treaty of friendship, established different forms of partnership and set up bilateral or multilateral leaders' regular meeting mechanisms with almost all the neighboring countries.

Second, peace and tranquility are important guarantee of good-neighborly friendship. China pursues a defensive national defense policy, advocates the new security concept of mutual trust, mutual benefit, equality and cooperation, supports the establishment of military mutual trust and consultation and dialogue mechanisms with its neighboring countries and has signed the agreement on deepening the military trust and the agreement on mutual reduction of military forces in the border areas with Russia and Central Asian countries.

Third, common development is the fundamental purpose of good-neighborly friendship. In the bilateral pragmatic cooperation, while trying to expand the scale of bilateral trade, China actively increases imports from the neighboring countries and has become Asia's largest import market for many years. Meanwhile, the Chinese government encourages Chinese enterprises which have investment abroad to actively participate in the local economic and social development, broaden the areas of cooperation and help developing countries enhance their own development capacity.

He pointed out that China has been making more and more important contributions to the economic growth in Asia in recent years. The Asian emerging economies enjoy a strong momentum of growth and have been recognized worldwide as the most dynamic and promising economic block.

Wu stressed that China will unswervingly pursue the road of peaceful development. It is a strategic choice China makes in line with the development trends and its own fundamental interests and will not be changed because of the growth of China's comprehensive national strength. China is willing to join hands with the neighboring countries to deepen the good-neighborly friendship, expand the pragmatic cooperation and promote common development. China is ready to be a good neighbor, a good friend and a good partner and will write a new chapter of peace, cooperation and harmony jointly with the neighboring countries.
