Assistant Foreign Minister Cheng Guoping Attends the Opening Ceremony of the Academic Seminar in Celebration of the 10th Anniversary of the Signing of the Treaty of Good-Neighborliness and Friendly Cooperation between the People's Republic of China and the Russian Federation

On July 4, 2011, Assistant Foreign Minister Cheng Guoping attended the opening ceremony of the academic seminar in celebration of the 10th anniversary of the signing of the Treaty of Good-Neighborliness and Friendly Cooperation between the People's Republic of China and the Russian Federation, which was co-organized by China Institute of International Studies (CIIS) and the Sino-Russian Friendship, Peace and Development Council. He also delivered a keynote speech. There were about 70 participants including CIIS President Qu Xing, Russia's Ambassador to China Sergey Razov, and representatives from diplomatic, academic, and media circles of the two countries.

Cheng spoke highly of the significant historic and realistic implications of the signing of the treaty on the development of Sino-Russian relations. He pointed out that the principles of equality, trust, mutual benefit, win-win cooperation and generational friendship, which are established by the treaty, are in line with the fundamental interests of the people and therefore have strong vitalities. China-Russia strategic partnership of coordination is facing important opportunities in the coming 10 years. The two sides should abide by the purposes, principles and spirits of the treaty and effectively implement the plans for the development of Sino-Russian relations in the coming 10 years, which were jointly developed by President Hu and Russian leaders during President Hu's recent visit to Russia. The two sides should unswervingly push forward the Sino-Russian relations along a high-level, healthy and stable path and consistently reinforce China-Russia friendship for generations so as to benefit the two countries and peoples. Cheng fully affirmed the important and long-standing contributions made by the academic communities to the development of bilateral relations. He encouraged them to seize the historical opportunities presented by the times and the development of bilateral relations to strengthen exchanges and cooperation. He also called on them to have in-depth studies on and put forward new ideas and new ways for bilateral cooperation, create a favorable social atmosphere for and contribute their wisdom and strength to the all-round and in-depth development of Sino-Russian strategic partnership of coordination.

Ambassador Razov reviewed the development course of bilateral relations. He pointed out that the signing of the treaty conforms to the trend of the times and has become an important starting point for Sino-Russian relations to reach a new height. The important principles identified by the treaty will be the cornerstone for the development of bilateral relations for quite long time and will provide a strong impetus for bilateral cooperation in various fields.
