On June 8, 2011, Huang Ping, Director General of the Department of Consular Affairs of the Ministry of Foreign Affairs of China, and Andrei G. Karlov, Director of Consular Department of the Ministry of Foreign Affairs of Russia, held the fifteenth round of the Sino-Russian consular consultations in Beijing. The two sides had in-depth discussions on the signing of the "Agreement on Facilitating the Legitimate Movement of People", the protection of the legitimate rights and interests of citizens, visas, residence and other issues. The two sides also exchanged views on the practice of honorary consul, training of consular officials and other topics.

During the consultations, Vice Foreign Minister Song Tao had a courtesy meeting with the two delegations.
