On September 24, 2010, former Chinese State Councilor Tang Jiaxuan said that as a responsible member of the international community, China adheres to the path of peaceful development.
Tang Jiaxuan delivered a keynote speech at the "Global Dialogue" held in Singapore. In his speech, he said that China pursues an open-up strategy featuring mutual benefit and win-win results and adheres to developing friendly cooperation with all countries in the world on the basis of the five principles of peaceful development and making positive contributions to world peace and development while realizing China’s own development.
He said China's development has brought about great development opportunities for Asia and the world and China is becoming one of the important engines driving the growth of the world economy.
He gave a few examples. Since the new century, China imported USD-687-billion goods each year on average, which created more than 14 million jobs for related countries and regions. In the course of addressing the international financial crisis, China was among the first group of countries that achieved early economic recovery. China replenished USD 50 billion to the International Monetary Fund, promoted the establishment of the USD-120-billion Asian Foreign Exchange Reserve Pool and signed RMB-650-billion international foreign currency exchange agreements. China played an important role in driving the early recovery of the world economy.
When talking about the relations between China and neighboring countries and the relations between China and ASEAN, Tang said that the stability and development of the surrounding countries has a direct bearing on China's stability and development. "Our best hope is the peace with neighboring countries and we oppose any act that may lead to turbulence in neighboring countries or may sabotage good-neighborliness and mutual trust between China and neighboring countries."
He said that China always regards ASEAN and the ASEAN countries as good brothers, good partners and good neighbors China can trust. China is happy to see a more united, stable and developing ASEAN. China supports ASEAN to play a more active role in regional and international affairs.
Speaking of the South China Sea issue, Tang said that the South China Sea situation is generally stable, but there are some disturbing factors. Maintaining peace and stability in the South China Sea, not magnifying and complicating the South China Sea issue, and avoiding creating conflicts and tensions in the region are in line with the common interest of China, ASEAN, and countries in the region.
He stressed that the Chinese government attaches great importance to the security and free movement of international routes in the South China Sea and protects the freedom of navigation and overflight of all countries in the South China Sea in accordance with international law.
