The Third Trilateral Summit of China, Japan and the ROK Issues Document on 10-Year Cooperation

On May 29, 2010, the third trilateral summit of China, Japan and South Korea was held in Jeju, South Korea. Chinese Premier Wen Jiabao, President of the Republic of Korea (ROK) Lee Myung-bak and Japanese Prime Minister Yukio Hatoyama attended the meeting, which issued a document outlining a blueprint for cooperation within the coming 10 years. The three countries reached a lot of consensus on upgrading the partnership and achieving common prosperity.

The document said China, Japan and the ROK will continue to unswervingly push trilateral ties towards the direction of good-neighborly mutual trust, comprehensive cooperation, mutual benefit and common devevelopment in the spirit of facing up to history and looking forward to the future.

The leaders of the three nations agreed that after making clear the detailed objectives and long-term goals within the next decade, all sides need to concentrate efforts on boosting trilateral cooperation to a new height, so as to further consolidate partnership oriented towards the future and all-round cooperation, achieve more in mutually beneficial cooperation in all aspects and enhance friendship between the peoples of the three countries.

On mechanism building and enhancement of the trilateral partnership, the three leaders decided to strengthen high-level exchanges among the three nations, build up friendship and harmony of the three peoples and further increase strategic mutual trust. The three leaders agreed to set up a trilateral cooperation secretariat in South Korea in 2011 to jointly tackle natural disasters, discuss the possibility of a mechanism of trilateral defense dialogue to enhance security contacts, strengthen political dialogue and cooperation in police affairs, and boost government exchanges at local levels among the three nations.

On developing sustainable economic cooperation and common prosperity, the leaders pledged efforts to finish by 2012 a joint feasibility study of trilateral free trade agreement, which was launched in May 2010, and to expand trade volume ahead of 2020 so as to increase trade facilitation and improve trade environment. They reiterated the importance of customs cooperation and said the three countries will strive to complete negotiations on investment agreement and provide necessary infrastructure for free flow of investment and capital in the region. They also pledged to further enhance coordination between financial authorities of the three countries, boost financial cooperation and increase effectiveness of the multilateralism of Chiang Mai Initiative. The three nations should also oppose protectionism in various forms. They vowed to further cooperation in science and technology, innovation, as well as policy cooperation and negotiations in such areas as industry, energy efficiency and resources.

On cooperation in environmental protection, the leaders said the three countries should jointly push for achievements at the climate change summit to be held in Mexico this year, including an effective international cooperation framework in this regard after 2012, under the principles of the United Nations Framework Convention on Climate Change, especially the principle of common but differentiated responsibilities.

On joint efforts to promote regional and international peace and stability, the three leaders said the denuclearization on the Korean Peninsula is very much conducive to lasting peace, security and economic prosperity in Northeast Asia. "Therefore, we will make efforts to achieve the goals set in the Sept. 19 joint statement in 2005 through the Six-Party talks," the document said.

The three leaders also pledged to exchange information on food safety standard, to report detected problems in a timely manner and take preventive measures, and to improve food safety.

The document also said the three countries will further strengthen cooperation within the ASEAN plus China, Japan and the ROK, East Asia Summit, ASEAN Regional Forum, APEC and other regional frameworks to promote Asia’s peace, stability and prosperity.
