Ministry of Foreign Affairs Holds Briefing for Chinese and Foreign Media on General Secretary and President Xi Jinping's Attendance at the 25th APEC Economic Leaders' Meeting and State Visits to Vietnam and Laos

On November 3, 2017, the Ministry of Foreign Affairs held a briefing for Chinese and foreign media. Vice Foreign Minister Li Baodong, Assistant Foreign Minister Chen Xiaodong and Vice Minister of Commerce Wang Shouwen introduced the relevant situation of General Secretary and President Xi Jinping's visit to Da Nang, Vietnam for the 25th APEC Economic Leaders' Meeting and his state visits to Vietnam and Laos, and answered the questions from journalists.

I. On the Attendance at the 25th APEC Economic Leaders' Meeting

Li Baodong stated that President Xi Jinping will attend the 25th APEC Economic Leaders' Meeting held in Da Nang, Vietnam from November 10 to 11. This will be the first international multilateral meeting attended by a Chinese leader after the successful concluding of the 19th National Congress of the Communist Party of China (CPC), which is of great significance and receives high attention from the international community. The attendance of President Xi Jinping at the meeting in Da Nang fully demonstrates that China attaches great importance to strengthening the economic cooperation in Asia-Pacific region. During the visit, President Xi Jinping will also attend the APEC CEO Forum and deliver a keynote speech, attend the two sessions of APEC Economic Leaders' Meeting and work luncheon, Dialogue between APEC and ASEAN Leaders, and Dialogue between APEC Leaders and APEC Business Advisory Council (ABAC) Representatives, and meet the leaders of the relevant economies.

Li Baodong expressed that the theme of this meeting is "Creating New Dynamism, Fostering a Shared Future." Leaders and representatives of all economies present at the meeting will exchange in-depth views on issues like regional economic integration, inclusive development, innovative growth, connectivity, agricultural and food safety, and the consensus will be included in the leaders' declaration released after the meeting. As an important member of APEC family, China firmly supports Vietnam in successfully holding the meeting and expects the fruitful achievements made in the following aspects: firstly, jointly maintain the general direction of the open development in the Asia-Pacific region, send out a positive signal to the outside world and inject positive energy into the open world economy; secondly, jointly explore the new momentum of development in the Asia-Pacific region and promote the implementation of the blueprint for Asia-Pacific connectivity so as to promote the development of real economy among the member states; thirdly, draw the outline of new prospects of future cooperation together. China will continue to work with all parties to promote the stable development of Asia-Pacific economic cooperation as well as advance the development and prosperity of the Asia-Pacific region and the world at large.

Wang Shouwen expressed that the following economic and trade results are expected to realize in this year's APEC meeting: firstly, promote the unimpeded trade in an all-round way, approve the APEC Cross-Border E-Commerce Facilitation Framework, formulate the APEC Supply Chain Connectivity Monitoring Framework Action Plan, put forward the proposal of APEC auxiliary industries and comprehensively push forward cooperation of service industry; secondly, further implement the achievements of APEC meeting in Beijing, continue to promote the development of Free Trade Area of the Asia-Pacific (FTAAP), propel cooperation in global value chain to yield phased results and deepen cooperation in electronic ports and green supply chains; thirdly, send out a positive signal of supporting multilateral trade system.

II. On State Visits to Vietnam and Laos

Chen Xiaodong expressed that General Secretary and President Xi Jinping will pay state visits to Vietnam and Laos from November 12 to 14. This will be the first visit for the top leader of the CPC and China after the successful concluding of the 19th CPC National Congress, which is an opening chapter for the neighborhood diplomacy with Chinese characteristics in the new era and will open a new realm for the neighborhood diplomacy with Chinese characteristics in the new era. The first visits of General Secretary and President Xi Jinping to Vietnam and Laos after the 19th CPC National Congress fully demonstrate the greatest importance attached by China to consolidating the good neighborliness and friendliness between China and Vietnam as well as China and Laos, and to promoting the comprehensive strategic cooperation between China and Vietnam as well as China and Laos. Vietnam and Laos also pay high attention to and eagerly expect the visit of General Secretary and President Xi Jinping.

Chen Xiaodong stated that the visit to Vietnam will be another mutual visit between the two top leaders of parties and countries in this year. During the visit, General Secretary and President Xi Jinping will hold talks and meetings respectively with the General Secretary Nguyen Phu Trong, President Tran Dai Quang, Prime Minister Nguyen Xuan Phuc and President of National Assembly Nguyen Thi Kim Ngan, and exchange in-depth views on topics like deepening strategic communication between the two parties and countries, enhancing experience in party governance and state administration, promoting the docking of major development strategies, expanding practical cooperation, enlarging people-to-people and cultural exchanges as well as regional and international issues of common concerns, so as to comprehensively deploy and plan the development path of bilateral relations in the new period. The visit to Laos will be another visit of the top leader of the CPC and China to Laos after 11 years. During the visit, General Secretary and President Xi Jinping will hold talks and meetings respectively with the General Secretary and President Bounnhang Vorachith, Prime Minister Thongloun Sisoulith of Laos and President of the Lao National Assembly Pany Yathotu, exchange in-depth views on carrying forward traditional friendship, consolidating political mutual trust, promoting strategic communication and deepening practical cooperation, and comprehensively deploy and plan the development of China-Laos relations in the new period. The leaders of two parties and both countries will attend the cornerstone laying ceremony of Laos' livelihood project assisted by China. During the states visits to Vietnam and Laos, China and Vietnam as well as China and Laos will achieve a series of important results in all areas. It is believed that the visits will bring new opportunities to, inject new vitality in and write a new chapter for the development of China-Vietnam relations, China-Laos relations and mutually beneficial and win-win cooperation between China and countries in Southeast Asia.
