China is deeply concerned about the deteriorating situation in Syria and the resulting civilian deaths and injuries and loss in property. China is opposed to and condemns all violence against innocent civilians.
China has all along held and repeatedly expressed the view that a political settlement is the only way out of the Syrian issue and that the future and destiny of Syria should and can only be decided upon by the Syrian people. The paramount priority for the international community at this juncture is to urge all parties to the conflict in Syria to stop fighting and violence, start political dialogue and, in line with the spirit of the Communique of the Geneva Foreign Ministers' Meeting of the Action Group on Syria, launch the process of political transition led by the Syrian people. The independence, sovereignty, unity and territorial integrity of Syria should be respected.
China welcomes all efforts conducive to a political settlement of the Syrian issue and the initiative of holding an international conference on Syria. We hope that all parties in Syria and the international community will seize this positive momentum and make joint efforts to facilitate the process of political settlement. Actions taken by the Human Rights Council should be conducive to the realization of this objective.
China understands the concerns of Arab countries and the Arab League over the early settlement of the Syrian issue and attaches importance to their important role in the political settlement. China is willing to join the international community, including the Arab states, in the joint efforts for a just, peaceful and proper settlement of the Syrian issue and to play an active and constructive role in safeguarding the rights and interests of the Syrian people.
