Mr. President,
The Chinese delegation would like to thank the deputy Justice Minister of Kyrgyzstan, Mrs. Mambetalieva, for her detailed presentation.
We have noted with appreciation that in recent years, the government of Kyrgyzstan has unveiled the National Strategy to Eradicate Poverty, the Medium-term National Development Strategies and the Agenda for National Renewal and other documents to strengthen the rule of law and improve people’s living conditions and that it has made remarkable progress in promoting and protecting people’s rights to social protection, health and education. Kyrgyzstan has also adopted the National Human Rights Programme 2002-2010 and has put in place and improved on human rights institutions and mechanisms. The Kyrgyz government gives priority to women’s rights by adopting and implementing the 2007-2010 National Plan of Action for Gender Equality, leading to overall improvement of the status of women in society.
As a friendly neighbour, China understands the special difficulties and challenges faced by Kyrgyzstan at present. We hope that the interim government will continue to take effective measures to restore order and stability. In this connection, my delegation would like to make two recommendations.
1. That the interim government establishes a national preventative mechanism which will constitutionally guarantee the rights for all people, particularly the rights of minorities.
2. That the government pursues development policies and programmes aimed at poverty alleviation and eradication.
