MR. PRESIDENT,
The Chinese delegation would like to thank Mrs. Pillay for her annual report and appreciates the technical support and service her office has provided to the Human Rights Council.
China welcomes her prior exchanges on the Strategic Management Plan for 2010-2011 with various parties and supports in principle the priority areas for the next two years: combating discrimination, fighting against impunity, promoting economic, social and cultural rights, protecting the rights of migrants, protecting human rights in conflict situations, and strengthening international human rights mechanisms in order to have a balanced promotion of civil, political rights and economic, social and cultural rights. We hope OHCHR will further strengthen communications and coordination with HRC and will carefully listen to and heed the views of the Council in formulating strategic management plans.
MR. PRESIDENT,
To fight against racial discrimination in all its manifestations is a major challenge of the international community. China hopes the Office will take substantive measures to promote the effective implementation of the Outcome Document of Durban Review Conference and further boost the international effort against racial discrimination. To support the work of the Office in the fight against racial discrimination, China has, for two years running, made financial contribution to the Durban Review Conference and its follow-up.
MR. PRESIDENT,
HRC, as a main UN body for human rights affairs, has major responsibilities in the promotion and protection of Human Rights. Relevant UNGA resolutions have clear provisions concerning Council's guidance on the work of OHCHR. The review of the Council's work will soon be launched. How to strengthen the Council's guidance on and supervision of the work of OHCHR is one important topic all parties are concerned with. We hope the Office will adopt an open and positive attitude when discussing this issue with the members of the Council so as to better maintain its neutrality, objectivity and credibility.
China welcomes the efforts by the High Commissioner in balancing the geographic representation her Office's staff, but regrets the lack of fundamental improvement of the situation. We hope the Office will seriously take the concerns of developing countries, adopt effective measures and create an environment of equality and diversity in the Office.
MR. PRESIDENT,
The Chinese government gives high attention to the unique roles of OHCHR in the promotion and protection of human rights, and values the constructive dialogue and cooperation with it. China will carefully study the evaluation report on bilateral technical cooperation by independent experts and is ready to enhance the cooperation with OHCHR on the basis of equality and mutual respect. China will invite the Special Rapporteur on the Right to Food to visit China at an appropriate time this year.
