Mr. President,
The Chinese delegation congratulates you on your election of the presidency of the Third Conference of the High Contracting Parties to Protocol V. We are confident that this Conference will achieve positive outcomes under your leadership.
Mr. President,
Since its entry into force in 2006, the universality of Protocol V has been continuously enhanced, and progress has been made constantly in the implementation of the Protocol. Relevant international exchanges, assistance and cooperation in the field of Explosive Remnants of War (ERW) have been greatly strengthened. All these have demonstrated that as a comprehensive and practical international legal instrument, Protocol V strikes a good balance between military and security needs and humanitarian concerns, and fully reflects common understanding of all parties. It strengthens the effectiveness of the Convention on Certain Conventional Weapons (CCW) in resolving arms control related humanitarian issues.
Mr. President,
Over the past three years, the Chinese delegation has actively participated in relevant conferences of Protocol V as an observer, and maintained good exchange and cooperation with all parties. China appreciates relevant discussions and agreements reached in this year's experts meeting. We hope that all parties continue to make great efforts to strengthening the universality and effectiveness of the Protocol.
The Chinese Government attaches great importance to the humanitarian concerns related to ERW, actively participated in relevant negotiation, and played a constructive role in the conclusion of the Protocol V. I would like to take this opportunity to reiterate that the Chinese Government is committed to joining Protocol V at an early date. China will endeavor to speed up its work to conclude necessary ratifying processes as soon as possible.
