Statement by Ambassador CHEN Xu at the virtual presentation of the OHCHR Annual Report 2019

Madame High Commissioner,

Thank you for your presentation. Appreciate the efforts made by you and your Office over the past year in promoting constructive dialogue and cooperation among all parties so as to enhance the international course of protection of human rights, especially your endeavor since the outbreak of the COVID-19. For instance, your calling for safeguarding the right to life and the right to health and protecting the rights of the vulnerable groups, your calling for rejecting stigmatization, discrimination and inequalities, and your appealing for the lifting of unilateral coercive measures that hinder the efforts of developing countries in combating the pandemic. China is ready to work actively and positively with you and your team so as to enhance the international human rights course in a comprehensive manner.

The COVID-19 has taken a heavy toll on the economies and societies around the world and brought severe impacts on the enjoyment of human rights. In the meantime, the pandemic has offered a unique opportunity to reflect on what have been achieved and how we shall proceed. Here are some of the anticipations what we have for the Office:

Firstly, to uphold the purposes and principles of the Charter of the United Nations, respect the sovereignty and territorial integrity of all States, refrain from interfering in the internal affairs of States, to conduct its business in an impartial, objective and fact-based manner, and continue its dialogue and cooperation with Member States.

Secondly, take a people-centered approach and encourage States to intensify the protection of vulnerable groups including women, children, the aged and persons with disabilities, and to continue its work in eliminating social inequality, racism and racial discrimination and in opposing stigmatization.

Thirdly, highlight the contribution of development to the enjoyment of human rights. We hope the Office will work with other UN entities to facilitate the implementation of 2030 Agenda on Sustainable Development, and promote common development so as to lay a solid foundation for people of all the world to enjoy human rights.

Forth, to continue to promote global exchange and cooperation by sharing good practices and progress among Member States in promoting and protecting human rights. The Office is encouraged to provide technical assistance with the consent of the countries concerned.

Last but not least, to enhance transparency of the management and decision-making process of the Office and adopt a more balanced approach in the geographic representation of its staff, senior officers in particular.
