On November 25, the Committee on the Elimination of Racial Discrimination issued the so-called "Observations on the follow-up report of China". Disregarding the truth and facts and the authoritative information provided by the Chinese government, the CERD uses incredibly large amount of misinformation and makes groundless accusations on China's human rights situation and policy towards ethnic minorities. By doing so, the CERD has fully exposed its bias and ignorance. China categorically rejects the accusations.


The Chinese government upholds the principle of putting the people first and takes people's aspiration for a better life as its goal. Remarkable achievements have been made in China's human rights cause. China attaches great importance to the protection of the rights of ethnic minorities and ensures that people of all ethnic groups enjoy equal participation in political, economic, social and cultural life and share the fruits of economic and social development. With the unremitting efforts of the Chinese government and the people of all ethnic groups, ethnic minority areas have achieved leapfrog economic and social development in a stable social environment. People's living standards have been constantly improved. The rights of all ethnic groups, including the right to work, the right to use and develop ethnic languages and culture and the freedom of religious faith, are fully protected under the law. The Xinjiang Uygur Autonomous Region of China has taken a series of counter-terrorism and de-radicalization measures in accordance with the law, including the establishment of vocational education and training centers, which have fundamentally reversed the security situation. There have been no violent or terrorist incidents for nearly four consecutive years. The so-called "detention camps", "forced labor", "travel restrictions" and "restrictions on the use of ethnic minority languages" are nothing but contemptible lies fabricated by anti-China forces.


As a human rights treaty body, the CERD should, based on facts, perform its function in an objective, impartial and professional manner and carry out genuine dialogue and cooperation with the governments of states. On the contrary, certain CERD members, totally divorcing from facts, made up the so-called "Observations" by repeating lies and slanders fabricated by anti-China separatist forces and maliciously smears China through Xinjiang and Tibet related issues. They have turned themselves into political tools of certain countries and anti-China separatist forces. The so-called "Observations" simply cannot stand the test of history and fact, and will only harm the United Nations and its own reputation.


The Chinese government reiterates that the essence of Xinjiang and Tibet related issues is China's determination to safeguard national sovereignty, security and unity and protect the rights of people of all ethnic groups to live in peace and contentment. They are not human rights issues by any definition. No attempts by any forces to destabilize China, contain China's development, or create secession in China through the above-mentioned issues will go anywhere. The CERD is urged to respect basic facts, stop politicization and making irresponsible and wrong remarks, and return to the path of constructive dialogue and cooperation with member states.
