Statement by Counsellor XIA Jingge of the Chinese Delegation at the 20th Session of the Human Rights Council during the Interactive Dialogue with the High Commissioner for Human Rights

Madam President, Madam High Commissioner:

First of all, the Chinese delegation congratulates the High Commissioner for her reappointment of a second term. Over the past four years, under her guidance, the OHCHR did a lot of work on the promotion of economic, social and cultural rights and the right to development, on poverty eradication and fight against discrimination, protection of the rights of women, children and persons with disabilities. We hope that the OHCHR will be more impartial and objective in its work, promote with balance the two types of rights, respect each country's historical and cultural traditions and the human rights development path independently embarked upon, and promote dialogue and cooperation in the international human rights field.

Madam High Commissioner,

China appreciates the positive role of your office in strengthening human rights treaty bodies system, and notes you are about to launch a report shortly, which we expect will provide useful information to the intergovernmental process of the General Assembly on strengthening and enhancing the effective functioning of the human rights treaty body system.

At both the 18th and 19th session of the human Right Council, the presidential statement on transparency of funding was adopted. We expect the Office will strengthen the transparency of funding and its usage, to secure better support to its work from the states.

Madam High Commissioner,

Full Enjoyment of human rights is a lofty ideal and goal that the Chinese Government and the people are determined to achieve. Respect for and protection of human rights is a principle in the constitution of China.  On June 11, the Chinese government released a "National Human Rights Action Plan (2012-2015)".  This "Action Plan" combines the cause of human rights with economic, political, cultural and social development and ecological civilization, and in conformity with the expectation of the people of all ethnic groups for a better life, continues to give priority to the protection of citizens' rights to subsistence, and the right to development, makes an effort to solve practical problems directly impacting people's interests and rights that they care most about, and effectively protects people's economic, political, social and cultural rights, promotes more equity and harmony in the society, and strives to make every member of the society to live with more dignity and happiness.  We believe that, through a forceful and effective implementation of the "Action Plan", the constitutional principle of respecting and protecting human rights will be increasingly accepted, and the human rights cause in China will surely have a new development and make greater achievements.

Madam High Commissioner,

The Chinese government attaches great importance to the status and role of OHCHR in the international human rights field, and wishes to, on the basis of equality and mutual respect, strengthen dialogue and cooperation with the Office to increase understanding and jointly contribute to the promotion and protection of human rights.
