Joint Statement Delivered by H.E. MA Zhaoxu on behalf of 140 countries on "Strengthen Human Rights Dialogue and Cooperation, Build a Community of Shared Future for Human Beings" at the 36th Session of the Human Rights Council

Mr. President,

I have the honor to deliver a statement on behalf of a cross-regional group of countries including Non-Aligned Movement (NAM), the Russian Federation, South Sudan, and China.

The international community must work together to advance the global cause of human rights. However, the human rights arena still witnesses a grievous tendency of politicization. Naming and shaming, exerting public pressure, and double standards are still prevailing. To bring a better life to the people and to realize the lofty goal of "human rights for all", we call upon all parties to carry out constructive dialogue and cooperation on human rights, work for the sound and sustainable development of the international human rights cause, and jointly build a community of shared future for human beings.

We would like to call on the international community to work hand in hand in the following areas.

First, we should uphold the purposes and principles of the UN Charter, respect the sovereignty and territorial integrity of countries, the path of development and social system independently chosen by their peoples, and the efforts and achievements others have made in promoting and protecting human rights. No country should bully smaller or weaker countries, or intervene in the internal affairs of other countries.

Second, we should carry out dialogue and exchange. Countries should respect each other and treat each other on equal footing, and work through dialogue and exchange to increase mutual understanding, expand common ground and narrow differences, so as to jointly promote and protect human rights. Countries should respect cultural diversity and refrain from exerting public pressure, confrontational approaches and politicization, and avoid imposing one's own values on others. In this regard, we're of the view that, all human rights are universal, indivisible and interdependent and interrelated. Accordingly, the international community must treat human rights globally in a fair and equal manner, on the same footing, and with the same emphasis. While bearing in mind the significance of national and regional particularities as well as various historical, cultural and religious backgrounds, the universality of human rights should be respected.

Third, we should pursue win-win cooperation. Countries should be committed to multilateralism and foster partnership, and conduct practical and effective cooperation to promote human rights through providing capacity-building, including financial and technical assistance, so that countries can draw on each other' s merits and realize mutual benefit. We emphasize that any unilateral coercive measures will create obstacles to the full realization of all human rights. The international human rights mechanisms should promote human rights of all categories in a balanced way, and work objectively and impartially within their mandate.

Fourth, we should promote human rights through poverty-reduction. Countries should fight poverty with a holistic approach and reduce poverty through development. We must create opportunities for development-centered poverty alleviation programs and socioeconomic progress reinforce each other. We must also enhance the self-development capacity of the poor. The meaningful reduction of poverty and its eventual elimination will create favorable conditions for better promoting and protecting human rights.

Fifth, we should promote human rights through development. Countries should be committed to people-centered development, making development of the people, by the people and for the people. At the same time, we must spare no effort in pursuing sustainable development and fully implement the 2030 Agenda for Sustainable Development so as to lay a solid foundation for the promotion and protection of all human rights and leave no one behind. The international community should promote effective international cooperation for the realization of the right of development and the elimination of obstacles and persistent restrictions to development.

Mr. President,

We encourage the international community to work together to engage in dialogue and cooperation on human rights, and effectively promote and protect human rights to keep the international human rights governance moving in the right direction. Let's join our hands to build a community of shared future for human beings.
