China Delivered Joint Statement on Improving Global Human Rights Governance and Promoting International Human Rights Cause

On March 20, at the 34th Session of the Human Rights Council, Ambassador Ma Zhaoxu, Permanent Representative of the People’s Republic of China to the United Nations Office at Geneva and Other International Organizations in Switzerland, delivered a joint statement entitled “Improve Global Human Rights Governance, Promote International Human Rights Cause” on behalf of a group of developing countries, stressing that all countries should work together, develop and improve global human rights governance, promote healthy and sustainable development of the international human rights cause, and build a community of shared future for all human beings.

To improve global human rights governance, promote international human rights cause, Amb. Ma proposed five points:

——Stay committed to sovereign equality. Based on the purposes and principles of the UN Charter, we should respect the sovereignty and territorial integrity of each state, respect and safeguard the right of each state to independently choose their social system and development path, promote democratization of international relations and guarding against power politics in all its forms.

——Stay committed to multilateralism. We should develop and improve UN human rights institutions, ensure the fulfillment of their mandates in an impartial, objective, constructive and non-selective manner, give equal attention to all categories of human rights, and facilitate seeking common ground amidst differences and building consensus among all parties, with a view to injecting strong impetus into international human rights cause.

                                                

——Stay committed to mutually beneficial cooperation. We should adhere to the principles of non-confrontation, non-conflict and mutual respect, enhance mutual understanding and narrow differences through dialogue and exchanges, draw on the experience of each other through cooperation, with a view to promoting the development of human rights cause of all countries. Overweening mentality and the practice of exerting pressure openly should be abandoned, and the politicization of human rights agenda and double standards should be avoided.

——Stay committed to openness and inclusiveness. The diversity of civilizations should be respected. Different civilizations should co-exist in harmony, carry out exchanges for mutual learning, embracing each other for the purpose of common progress. The international community should work together to combat all forms of racial discrimination.

——Stay committed to peace and development. Without peace and development, human rights are like a tree without roots. We should be committed to maintaining sustained peace, realizing common development, with a view to laying a solid foundation for the promotion and protection of human rights.

The 34th Session of the Human Rights Council was opened on February 27 at Palais des Nations, Geneva.
