Joint Statement on the Human Rights Situation in the United States at Item 2 General Debate at the 48th Session of the Human Rights Council

Madam President,

I have the honor to speak on behalf of a group of countries. We are deeply concerned about chronic human rights issues in the United States. Disregarding the right to life and right to health of its people, the U.S., while possessing the most advanced medical equipment and technologies, has seen the largest number of Covid-19 cases and death in the world. Instead of fighting the virus in full gear, the U.S. Government is obsessed in political manipulation of issues like virus origin-tracing, with the purpose of shifting blames to other countries and shirking responsibility for its own failure.

Systemic racism and racial discrimination has long existed in the U.S.. Africans and people of African descendant, Asians and people of Asian descendant, Muslims and other minority groups continue to suffer discrimination and harm, which is rooted in the abhorrent slavery and slave trade in its history. In the past, the U.S. committed genocide against native Indians; at present, it still keeps infringing on their rights. The U.S. has arbitrarily detained innocent migrants and separated migrant children from their parents, leading to numerous broken families. The U.S. is also plagued with human trafficking and forced labor.

Under the pretext of so-called democracy and human rights, the U.S. has spread lies and disinformation, pursued power politics, interfered in other countries' internal affairs, and tried to impose its own values on others. It has frequently taken unilateral coercive measures, severely infringing on the human rights of the relevant countries, including impeding many countries' access to medications and vaccines in the context of Covid-19 pandemic. Wars waged by the U.S. have caused tremendous casualties and displacement of civilians. The drastic change in Afghanistan shows once again that military intervention and power politics get no support. Imposing the American style democracy on others will only lead to chaos and turmoil and is doomed to failure. Although the U.S. military has withdrawn from Afghanistan, the crimes of killing civilians by the U.S. troops and its allies must be thoroughly investigated and the perpetrators must be brought to justice.

We urge the U.S. to reflect seriously and correct its mistakes, take concrete actions to address its serious human rights problems, stop imposing its own ideology and values, end using human rights as pretexts to coerce and suppress others, and halt military intervention in other countries. We call on the Human Rights Council and the High Commissioner for Human Rights to continue to attend to the human rights situation in the U.S. and we urge the U.S. to faithfully comply with its international human rights obligations.
