(September 23)

Distinguished guests and friends,

Welcome to today’s event.

With the enactment and enforcement of the Hong Kong National Security Law, and after amending and improving the electoral system, Hong Kong has ushered in a historic turnaround from chaos to order and from order to prosperity. Hong Kong’s history of “undefended” national security has finally come to an end. Hong Kong is no longer in a state of turmoil, and human rights and freedoms are fully protected. The principle of “patriots administering Hong Kong” is fully implemented in the new electoral system, and the successful election of the new Election Committee this week is of great significance to the steady and sustained implementation of “One Country, Two Systems”.Not long ago, the Central Government unveiled the “Plan for Comprehensive Deepening Reform and Opening Up of the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone”, which provides new space, dynamism and opportunities for Hong Kong’s development. We have overhauled thoroughly to encourage the right and the good, and now it is time that we must move on together with fresh momentum. Today, Hong Kong economy continues to prosper. People in Hong Kong are living and working in peace and contentment, and are hopeful for the future. It is our firm belief that with the motherland standing unswervingly behind, with the full support of 1.4 billion Chinese people, and with all Hong Kong compatriots making unremitting efforts in solidarity, Hong Kong will see a brighter future.

Hong Kong belongs to China. Its affairs are strictly China’s internal affairs that brook no external interference. Hong Kong-related issues have nothing to do with human rights. Under the pretext of human rights, certain countries have fabricated lies to smear the Central and the SAR Governments, and even imposed illegal sanctions with the aim of sabotaging “One country, Two systems”, staging “colour revolution” in Hong Kongand retarding China’s development. Such brazen acts are resolutely opposed by all Chinese people and the forces of justice among the international community. Their sinister plots are doomed to fail.

Today, it is a great honor to have with us Mr. Tang Ping-keung, Secretary for Security of the Government of the Hong Kong SAR, Dr. Honorable Priscilla LEUNG Mei-fun, member of the Legislative Council of the Hong Kong SAR as well as representatives of the civil society. They will tell us about new changes, developments and opportunities brought by the promulgation and implementation of the NSL and the amendment and improvement of the electoral system, and voice the common aspiration of Hong Kong people from all backgrounds for peace and stability. I believe this event will deepen our knowledge of Hong Kong’s real situation.

And I wish today’s event a great success.
