China's Nuclear Export Control

China is against any form of nuclear weapons proliferation. China is in favor of exercising necessary control and international supervision over nuclear transfers, so as to prevent the proliferation of nuclear weapons and related technology. Proceeding from this position, China exercises strict supervision and control over its nuclear export. China has promulgated a series of laws and regulations, including the Regulations of the People's Republic of China on Control of Nuclear Export (Sep. 1997), the Regulations of the People's Republic of China on the Control of Nuclear Dual-Use Items and Related Technologies Export (Jun. 1998). China's nuclear export is monopolized by the companies designated by the Chinese Government under the licensing system. China strictly observes the following principles in its nuclear export: only for peaceful purposes; subject to the IAEA safeguards; and no transfer to any third party without China's prior consent. Moreover, China does not provide any assistance to the nuclear facilities which are not under the IAEA safeguards.
