With the rapid development of information technology, information security has newly emerged as an important issue in the field of multilateral arms control and disarmament. China supports the efforts by the international community to safeguard information security of all states. China is in favor of an active role by the UN on this issue. It will enable all countries to share the rights in peaceful development and utilization of information technology, and prevent information technology from being used as a new means of hegemony.

Due to the vast discrepancy among states in the research level of information technology and information security, multilateral efforts should start with an objective description of the status quo and identification of controversial and common issues for further study and discussion. It is neither proper nor possible to draw a conclusion at present.
