National Missile Defense System (NMD) and Theater Missile Defense System (TMD)

The development of missile defense systems in violation of Anti-Ballistic Missile Treaty (ABM Treaty) runs counter to the trend of times of peace and development. It will be detrimental to the international arms control and disarmament efforts and will bring widespread and profound negative impact on the global and regional strategic balance in the 21st century.

The development, deployment and transfer of missile defense systems with strategic defensive potential can neither enhance security nor stop missile proliferation. On the contrary, it will only undermine security and stimulate missile proliferation. The ABM Treaty has played a pivotal role in maintaining global strategic balance and stability as well as keeping the momentum of nuclear disarmament process. It should be strictly observed instead of being weakened or violated.

The joint development and deployment of TMD systems by certain countries in the Asian-Pacific region represents a significant step toward the expansion of their military bloc. It is beyond their legitimate defense needs and will seriously jeopardize regional peace and stability.

The provision of any weapon systems, including TMD systems, to Taiwan Province of China by any country constitutes a grave encroachment upon China's sovereignty and territorial integrity, and represents serious interference in China's internal affairs. It will definitely meet with strong opposition from the Chinese people.
