China understands and shares the concerns of some countries and regions regarding the problem of small arms. China supports their efforts to address the problem.

The problem of small arms is very complex, involving a variety of factors like disarmament, security, social development, humanitarianism and domestic jurisdiction. Besides, different regions have different situations. Thus, efforts are needed at international, regional and sub-regional levels in accordance with different situations in different countries and regions to tackle the problem thoroughly and comprehensively.

China has issued strict laws and administrative measures on the manufacture and transfer of small arms and is firmly against illegal transfers of any weapons. China has always supported the international efforts in addressing the problem. It has participated and played an active role in the work of the UN Group of Governmental Experts on Small Arms as well as the negotiation of the UN Committee on Criminal Justice and Crime Prevention. China will continue to actively participate in the multilateral efforts in this field.
