【Establishment】Founded in 1874, the UPU became a specialized agency of the United Nations in 1948.

【Objectives】To organize and improve international postal services to promote international cooperation and development in this field. Through the effective work of the postal service, UPU is committed to develop links between people in order to achieve the noble objective of promoting international cooperation in the cultural, social and economic fields.

【Membership】192 member states.

【Structure】The UPU consists of the Congress, the Council of Administration, the Postal Operations Council and the International Bureau.

【Head of the Organization】Bishar Abdirahman Hussein (Kenyan), Director-general of the International Bureau, elected in 2012 and re-elected in 2016, serving until 2020.

【Headquarters】Bern, Switzerland.

【China’s Relationship with UPU】China joined the Universal Postal Union in 1914. In 1972, UPU restored the People’s Republic of China's legal seat. Since 1974, China has participated in all previous UPU congresses and has been elected as a member of the Postal Operations Council and Council of Administration . The 22nd Congress of UPU was held in Beijing 15 September 1999. China have taken an active part in various activities of the UPU, held many international seminars, and made special contributions to the UPU to help countries affected by natural disasters to restore postal infrastructure and postal services as soon as possible.
