President Hu Jintao Delivers an Important Speech at the Second Summit Meeting of BRIC Leaders

On April 15, 2010, the second summit meeting of BRIC (Brazil, Russia, India and China) leaders was held in Brasília, the capital of Brazil. Chinese President Hu Jintao, Russian President Dmitry Medvedev, Brazilian President Luiz Inacio Lula da Silva and Indian Prime Minister Manmohan Singh attended the summit. President Hu delivered an important speech at the summit.

At 8 p.m. local time, the summit meeting of BRIC leaders, chaired by Brazilian President Luiz Inacio Lula da Silva, opened. The leaders exchanged views on key issues of common interest including global economic and financial situation, reform of international financial institutions, climate change, dialogue and cooperation between BRIC countries.

President Hu delivered an important speech titled "Cooperation, Openness, Mutual Benefit and Win-Win Strategy" at the summit. He pointed out, “The connotation of dialogue and cooperation between our four countries continues to expand, the level of dialogue and cooperation continues to rise and the results achieved through dialogue and cooperation keep on emerging. Despite the differences in political systems, development modes, religious beliefs and cultural traditions, our four countries have become good friends and good partners, which fully proves that countries with different social systems can be mutually inclusive, countries with different modes of development can cooperate with each other, countries with different histories and civilizations can learn from each other, and countries with different cultural traditions can interact with each other. This complies with the trend of peace and development of our times and reflects the feature of win-win cooperation of our age.”

Hu pointed out, “The cooperation between BRIC countries is facing rare opportunities as well as severe challenges. We need to, from a strategic perspective, identify the directions for the cooperation between our four countries and promote the cooperation process. We need to take political trust as the cornerstone and treat each other with candidness, mutual respect, mutual understanding and mutual support; we need to take practical cooperation as the starting point, focus on action, and inject new vitality into our cooperation; we need to take institutional building as the guarantee, intensify cooperation and expand areas of cooperation; we need to take mutual benefit and win-win results as the goal, complement each other with different advantages, and share the fruits of cooperation to the maximum extent; we need to take openness and transparency as the premise, promote communication and exchange with each other, and reflect the open nature of our cooperation.”

Hu stressed, “The current international situation is complex and the international landscape is undergoing profound adjustments. However, no matter how the international situation changes and how the international system changes, the goal of mutual benefit and win-win results cannot change, the principle of democracy and fairness cannot change, the direction of mutual respect cannot change and the spirit of sharing mutual concerns of the people in the same boat cannot change.”

“We need to urge all countries to continue to consolidate the foundation of global economic recovery and strengthen coordination in macroeconomic policies; we need to urge all countries to resolve the imbalance in global economic governance structure, and increase the representation and voice of emerging markets and developing countries; we need to urge all countries to continue to promote trade liberalization and facilitation, properly handle trade disputes, oppose protectionism and promote the establishment of an open and win-win multilateral trading system; we need to urge all countries to improve the international financial regulatory system, expand the scope of regulation, identify regulatory responsibilities, and improve regulatory mechanisms; we need to urge all countries to enhance the sense of responsibility and sense of morality, strive to achieve balanced development of the world, not only increase input in development and secure development resources, but also respect development modes and policy selection of each country based upon their actual conditions; we need to urge the international community, especially developed countries, to honor their commitments in increasing aid, debt relief, market opening, technology transfer, and other aspects to help developing countries promote economic growth, improve the livelihood of their people, and achieve the Millennium Development Goals,” said Hu.

Hu announced that China is willing to host the third summit meeting of BRIC leaders in order to maintain and advance the dialogue and cooperation between the four countries.

Hu stressed, “China remains the world's largest developing country with a huge population, a weak economic foundation, unbalanced development. These are the basic national conditions China has to face. Therefore, China has to make lasting and arduous efforts so as to achieve modernization and enable all the Chinese people to live a rich, happy and comfortable life. China will adhere to the path of peaceful development. A prosperous and developing China and a peaceful and cooperative China is willing and able to make greater contribution to the peace and development of mankind with its own development. China pursues an opening-up strategy featuring mutual benefit and win-win results, and always seeks common development through mutually beneficial cooperation. China will do its utmost to provide support and assistance for developing countries.”

“The Shanghai World Expo will open in another two weeks. The Expo is a grand gathering for countries to strengthen economic and cultural exchanges and promote human civilization and progress,” said Hu. He represented the Chinese government and people to warmly welcome friends in Brazil, India, Russia and other countries to the beautiful Shanghai to participate in this grand event and jointly create and witness a successful, splendid and unforgettable World Expo.

Brazilian President Lula said the world economy has not yet fully restored. Countries should continue to cooperate to tackle the financial crisis, promote the reform of international financial system, and oppose protectionism. The BRIC countries should enhance cooperation within the framework of the Group of Twenty (G-20). With respect to climate change issues, the four countries should enhance cooperation on the basis of common but differentiated responsibilities and push for positive results at the climate change conference in Mexico. The BRIC countries should strengthen cooperation and dialogue, said Lula.

Russian President Dmitry Medvedev said the current international financial situation has improved, but the momentum of economic recovery is not strong. To achieve fundamental improvement in global economy, the international community should strengthen coordination and cooperation, promote effective reform of international financial institutions, and push for more stable and balanced development of world economy. Russia is willing to coordinate and cooperate with other countries and strengthen the building of such mechanisms as the Group of Twenty, according to the Russian President.

Indian Prime Minister Manmohan Singh said in response to the global economic and financial crisis, all countries have adopted positive measures. The international economic environment has improved, but the momentum of economic growth is not strong. Countries should make efforts to reform the international economic mechanisms so as to achieve sustainable recovery and balanced growth.

Leaders present at the summit meeting all expressed their deep condolence to the victims in quake-hit Yushu, northwest China's Qinghai province. President Hu thanked the leaders for their condolence to the victims of the severe earthquake in Yushu.

A joint statement was adopted at the summit meeting.
